China reports first case of human infection with H3N8 avian influenza

Firstly, in the Russian Federation there is a shortage of psychiatrists (and there are apparently even fewer professionals among them) and paramedical staff. Secondly, patients often leave psychiatric hospitals undertreated — to reduce the length of stay in hospitals is often required by the authorities “from above” in order to show beautiful statistics on the effectiveness of the institution. It seems that such patients should be treated on an outpatient basis, under the supervision of a district psychiatrist. But somewhere there are not enough specialists, somewhere the qualifications of those very specialists, and the patient himself, due to a mental disorder, cannot adequately relate to his condition and simply stops drinking the prescribed medications.

Speaker of the Lower House of the Parliament of Kazakhstan Yerlan Koshanov said that in the near future the country plans to repeal the law on the first president of Kazakhstan — the elabsy (leader of the nation), which gave Nursultan Nazarbayev a number of powers and privileges.

“In the new amendments to the Constitution, the status of Elbasy is excluded, but the role of Nazarbayev as the founder of the state will remain. After we adopt these amendments, the law on the first president will also lose its force,” Koshanov said.

Recall that Nazarbayev headed Kazakhstan for 30 years. He resigned his powers in March 2019. Despite this, he retained a number of powers and privileges for himself, which were enshrined in the law on the first president of Kazakhstan – Elbasy.

According to this document, Nazarbayev cannot be held accountable for actions committed by him during the presidency. Among other things, he may not be arrested, detained, held in custody, interrogated or searched. All property of Nazarbayev and family members living with him is subject to inviolability.
