International security guarantees for Ukraine should include a bloc on sanctions against Russia, head of the office of the President of Ukraine Andriy Yermak said. His words are quoted on the website of Ukrainian President Volodymyr Zelensky.

According to Yermak, the sanctions policy bloc should become an effective tool to prevent new conflicts. He believes that sanctions against Russia will continue until two conditions are met.

“Firstly, it [Russia] must give proper assurances and guarantees that aggression against Ukraine will not be repeated. Secondly, it must provide full compensation for the damage caused to our state and citizens,” — Yermak said.

According to him, guarantees should also include blocks on the further provision of weapons and military equipment to Ukraine “without any restrictions and politically conditioned obstacles”; building a system of agreements, “which will provide detailed mechanisms for the actions of guarantors in the event of aggression against Ukraine”; annual financial assistance for the development of the defense sector; a permanent security threat assessment mechanism.

Kyiv created an expert group to develop international security guarantees for Ukraine, its first meeting was held on July 1. The group is led by Andriy Yermak and ex-NATO Secretary General Anders Fogh Rasmussen, who was an adviser to former Ukrainian President Petro Poroshenko.

Ukraine demands international security guarantees in exchange for declaring a neutral status and refusing to aspire to join NATO. According to Kyiv, permanent members of the UN Security Council, including Russia, as well as Turkey, Germany, Italy, Israel, Poland and Canada could become guarantors.

Foreign Minister Sergei Lavrov said in April that security guarantees should be provided not only to Ukraine, but to all European countries and Russia. He also drew attention to the fact that these guarantees cannot apply to Crimea and those regions whose independence was recognized by Russia.

The US State Department previously said that the easing of sanctions against Russia could be included in the Russian-Ukrainian agreement (negotiations on it stopped in mid-May). Secretary of State Anthony Blinken has indicated that Washington will keep an eye on what Kyiv wants, and if it decides that lifting restrictions will end hostilities, the US can do so. German Chancellor Olaf Scholz also said that anti-Russian restrictions would be lifted only in agreement with Ukraine.

Lavrov noted that the West had been preparing sanctions against Russia for a long time and they “will hardly be lifted.” According to the minister, the restrictions “look like hysteria, even somewhere like agony.”
